The tnsping utilities created with Instant Client installer itself. When you start, you only see a command prompt. You can type sqlplus -S -L username/password, and you will be connected to the database. Do not ask me how you write your own tnsping, but if you look at the tnsping utility, you can see the structure and ideas.

The two most important files are osql.dll and oradmin.dll. If you have installed Oracle Instant Client on 64-bit Windows, these two files will not work. I have been using the 32-bit ones and they work. So if you install the Instant Client on 64-bit Windows you have to find the 32-bit versions of these two files.

If you have a 32-bit Oracle client, there are also some other files which you must not copy. All the other files will work fine. Please see the following links which describes how to make Oracle Instant Client work on 64-bit Windows:

If you have a 32-bit Oracle client installed, you can create a 32-bit version of Instant Client. If you install the Instant Client, you can copy the 32-bit version of osql.dll and oradmin.dll. If you have a 64-bit Windows operating system, you have to copy the 32-bit files. 827ec27edc
